Too low or unstable for of loading of filtered Changesets

Describe the bug

When I go to filtered changeset list page, it loading too slow, or evenutely failed to load the changeset set even after minutes, even my AOI have not have complicated polygons, the loading is unpredictable slow, and high change of fail to load such filtered changeset lists.

One factor that makes loading lists of changesets very slow is the use of offset-based pagination; see #704

Switching to cursor-based pagination would substantially speed up the required database queries for these endpoints and is probably the best thing we can do right now to improve performance.
