OSM features tags is not working

Describe the bug

When we fill the "OSM features tags" filter field and do the search, it's not applying the filter. The resulting url doesn't contain the tag_changes filter.

The form supports adding (multiple) tags by pressing "Enter" when submitting each tag to the form. Unsubmitted tags will be removed when (tabbing to the next field, or) clicking outside the field to deselect it. Note, some queries may take a while, not return any results or return a timeout error. If you are still having this issue after pressing 'Enter' to submit tags, please leave a comment.
