Filters: Inputs/hints are inconsistent

What feature would you like to see added?

Misc. minor comments;

• Tags requires typing (initially shows 'no options'), while there are only a few options. ie. review status does not require typing to bring up all options. Though maybe it is because of technical reason. Also, starting to type does not seem to affect search nor results. (providing subset or autocompleting input) (though in case of free input ie user it is somewhat understandable); Related #502 (see also #328)

• Users and Teams mentions using tab in hint. Other multiselect inputs ie. reviewed by (earlier in form) dont mention tab.

Why would this be useful to you or other users?

Allow users to consistently get same result/instruction where needed.
