Changesets: Open all shown if only section is expanded / separate close all button

Describe the bug

The 'open all' toggle initially remains shown if the only section, ie. other features created is expanded

When clicking on it, it will change to 'close all', allowing to close the section. (this is okay)

OSMCha 1.2.6 with Chrome 138.0.7204.169 on Windows 10

Additional information

Open all button should change to Close all as soon as all sections are expanded; or The close all button should be a separate button, so also all sections can be closed if only some sections are expanded (for longer lists)
