Changesets: Object details overlap tag menu / add close button

Describe the bug

The object details pane for i.e. a node overlaps the tags dropdown menu. It can only be closed by clicking somewhere on the background map. There is no ❌ 'cross' close button in the pane, unlike for notifications.

Also, check which elements should overlap or not. This may change with zoom/device/... .

Something like MapComplete allows to do both, the overlay fills most of the screen and overlaps everything else anyways.
