Changesets: Order by menu has unused scrollbar

Describe the bug

Order by (sort changesets list) menu has an unused(broken) inactive scrollbar element (ghost). Regardless of

• zoom, which should activate it and cut off the menu at the bottom of the page.
• signed in/logged out state
• browsers (see below)

Rest of page seems to properly respond to zooming.
