"Past username" only shows user's current username

When a user has changed their OSM username in the past, the user info tab of the changeset metadata widget shows a list of "Past usernames" at the bottom. But it doesn't work correctly right now; the username that's displayed is the user's current username (when tested on users that have had a single name change in the past).
