Allow to freeze map zoom+panning, i.e. allow to have a sticky map

Brief Description

When I am interested in changes affecting a certain region, I cannot filter for changes that really affect nodes in a BBox (see https://github.com/mapbox/osmcha-frontend/issues/315 and related). Hence, I have a pile of changesets and need to manually find the few needles. At the moment, when I switch from one changeset to the next, the map zooms & pans to the BBox of the newly selected changeset, I need to orient myself and zoom & pan to the relevant region – over and over again doing the same.

What is the motivation / use case for this feature?

If I could freeze the map, i.e. the shown area is sticky and stays always the same, I was able to browse much quicker through the changesets because I do not need to orient & zoom & pan, but only need to watch out whether yellow dots/lines appear in my region at the relevant spots which have a stable position on my screen and are thus a non-brainer to locate. Moreover, as no new map tiles need to be loaded, network traffic is reduced (costs, speed, CO2).
