Brief Description

Let DWG add ticket numbers to flagged changesets. The DWG has an internal tool to track reports. The request is to let a user or DWG member add a Ticket number from the DWG OTRS system to OSMCha

What is the motivation / use case for this feature?

I am a DWG member and I'd like to track what changesets go with what tickets more easily. Other members might want to do the same, and all OSM users might want to track these things down.

What is the current behaviour, (attach relevant screenshots) ?

There is a tag for DWG

What is the expected behaviour ?

When the DWG tag is added, present a field to enter the number. Would probably be best to standardize the entry, e.g. strip off the "Ticket#" part.

The format looks like Year.Month.Day.SystemID.Counter.CheckSum (e.g. 2002070110101520, Ticket#2002070110101535).

When does this occur ?

Whenever someone wants to make this association
