Add flag for deleted places

I'm submitting a feature request.

Brief Description

At the moment, a changeset is flagged as "Edited a place" when a place is edited, but there's no flag when a place is deleted (which is often more serious).

What is the motivation / use case for this feature?

As you can see in the changeset I linked before, nobody noticed something serious such as a place=country (Italy) being deleted. I found it out only because the vandal told me in a private message.

Use case: also in the related MapRoulette challenge, or a seperate one (maybe only internally, to prevent abuse).
