Create suspicion_rate method in changesets

Analyse the Suspicion Reasons and create a suspicion rate, in order to make it possible the prioritization of changesets.

The suspicion rate should consider:

• number of features created/modified/deleted
• number of features flagged
• the suspicion rate of each Suspicion Reason
