wrong "Added invalid highway tag"

I'm submitting a bug report

Brief Description

the following changeset https://osmcha.mapbox.com/changesets/54853697 get flaged with "Added invalid highway tag" for this way https://www.openstreetmap.org/node/1342116259 but the history show no "added highway tag" the highway tag already exist and the changeset doesn't change it

What is the current behaviour, (attach relevant screenshots) ?

the changeset get a wrong "Added invalid highway tag"

What is the expected behaviour ?

change "Added invalid highway tag" to "Irrelevant tags on highway"

How do we replicate the issue ?
