Should better differ a restored place from a newly added one

I'm submitting a feature request

Brief Description

Take a look at https://osmcha.mapbox.com/changesets/54032972 where it says Added a new place(city/town/country)

But in fact I just undeleted some places. For example, https://www.openstreetmap.org/node/415524132/history

It should differ places that were restored from places that were newly added.

What is the motivation / use case for this feature?

Testing for a restored place should give us less warnings for the changeset (or maybe a different kind of warning), but not Added a new place(city/town/country)
