v.in.wfs: add different WFS version support, import only specified layers and define area of interest

This PR edits v.in.wfs to give a better support for importing German ALKIS (Official Property Registry Information System) data. This is done by adding the options to include different WFS versions, define an area of interest and import only specified layers.
