[Bug] Release procedure misses steps for online documentation

Describe the bug

The release procedure does not have steps for generating online documentation and other artifacts at, e.g., https://grass.osgeo.org/grass82/ for 8.2.

The https://github.com/OSGeo/grass/blob/main/doc/howto_release.md misses steps for cloning a script in addons, adding empty directories and a crone job on a server.

To clarify, the linked PRs are examples. This issue is about instructions for doing these changes, so the issue is still open.

This needs to happen when branching is done, so it should be addressed in #2963.
