wxGUI: add option for start-up without Terminal

This adds to the Preferences the possibility to set a flag whether a terminal (shell) should not (if possible) be started with GRASS. Packagers need to implement the reading of this setting in the start-up process.

Bumping up milestone as 8.0.1 is due in two days, while this has not been part of RC1 and there has not been activity for some time.
