EWG action: review auto-validation for Principle #11 Locus of Authority

P11 - automated check looks for an email and name, which is good, but doesn’t actually verify that the email is for a specific person (as opposed to mailing list) and doesn’t verify that the email works. Possible fix: send a verification email; frequency TBD.

Req: (1) primary contact person with (2) The name, (3) email address and (4) GitHub username that (5) is for an individual, not a list; (6) contact person subscribed to obo-discuss; (7) The email address of the person who is the locus of the authority MUST be kept up-to-date. Test: (1), (2), (3) verified for check and are ensured upon acceptance into library. No test for (4) or (5) or (6) or (7). Change: Add check for (4) in YAML file; Unsure how to check (5); For (6) it should be possible to get list of members? (7) Will require a periodic check by sending a test message, perhaps yearly?
