EWG action: review auto-validation for Principle #16 Maintenance

P16 - automated check looks for updates, but cannot determine if those updates are of the sort required by the principle.

The automatic validation just looks at the version IRI to monitor when the ontology was last updated. While a reasonable requirement, this is not in alignment with the current wording of the principle (which is not fully fleshed out). While the validation gives an error if the ontology has not been updated in 3 years, the principle just states that the ontology should be maintained for 3 years so these are not aligned.

The Review Criteria includes having of statement of how the ontology will be maintained to keep up to date with scientific advances. There isn't a metadata field for this to check. Adding one should be discussed with the Operations Committee and if agreed, then the TWG should check for this.

Other steps are for the EWG to discuss changes to wording on the principle page to align and then bring to the Operations Committee if further discussion is needed.
