Publish status of RFCs

Need a sane way of shipping RFC update, preferrable automated.

Since we are writing minutes every week, maybe we can put them somewhere in a more structured way.

I'm not sure, I admit I'm a bit indecisive here.

I do think steering committee meeting notes are for the steering committee to keep track of things, but it's a different audience than the general public interests.

To be more concrete, some of the states in which RFCs are in are not in openly interesting. So what is interesting for general public?

• a list of RFCs at one place that are labeled by their state - we do have github PRs for that and that's done
• a list of transitions to states "open for nomination", "in discussion", "FCP" and accepted

So unless I (probably) missed something, we can automate all of this.
