Update thermal-config.xml surface-pro-intel

Description of changes

This changes the current thermald configuration for surface-pro-intel, here is the original comment with the explanation of where these changes come from. https://github.com/linux-surface/linux-surface/issues/221#issuecomment-1732658939

I can confirm it seems to work very well with the surface pro 7 model. I think we could use this PR to see if it could potentially be also used or other intel models
