Update the documentation for 4.0.0

This ticket is to track the updating of the html manual and man pages (English and Japanese) in one go once we get closer to 4.0.0 release.

install.xml:

  • OpenSSL/LibreSSL are removed, Nettle is added
  • Perl is now mandatory, and so is UnicodeData.txt
  • Indicate that docbook and xstlproc are mandatory for man pages

netatalk-config.1:

  • --macros option is removed

All of the AppleTalk related manual contents:

  • Chapter 1: AFP compatibility and AppleTalk services
  • Chapter 2: Add CUPS dependency to the list. Mention AppleTalk daemons.
  • Chapter 3: The entire AppleTalk/Printing (minus the PostScript stuff)/Time Services sections.
  • Chapter 4: Should cover the 2.x->4.0 migration path. The 3.x->4.0 migration path is only a change in build system, I expect.

The AppleTalk sections of Chapter 3 have been made into a new Chapter 4 with https://github.com/Netatalk/netatalk/pull/1374
