I think if all authors of ProjNET4GeoApi approve this pull request then the licence of this repository can be changed.

For my contributions, count me in. However, this list is incomplete. It's missing Urban Science Applications, Inc., since some of ProjNET was originally based on GeoTools.Net. One example file (out of 12): https://github.com/NetTopologySuite/ProjNet4GeoAPI/blob/c38d90cedf8e6f953d523b15658811e704a3dec2/src/ProjNet/CoordinateSystems/Projections/Mercator.cs#L18-L36

That company is still around, so at least there's a chance. In fact, they're my current employer, but I need to be upfront and say that I do not expect my employment relationship with this company to make a difference in the outcome if someone were to contact them to try to get them to agree to this change.

I'm not sure what the most appropriate e-mail address would be, and the public-facing corporate website doesn't go out of its way to help with that either. Try mailing a letter to the "World Headquarters" address (the Detroit one) listed on https://www.urbanscience.com/locations. That should reach the people who can make this decision.

We have a CLA in place that gives "NetTopologySuite-Team" the right to re-license this project. I think this was @xivk's contribution to this project. So any change that has been made in the recent years is covered without approval.

Not exactly. It's still up over at SourceForge, I'll see if I can migrate it to Git and throw an archival copy of it up on GitHub, if you would find this useful.

I saw that the CLA Assistant is not yet enabled for this repository. Should I try to enable it (I don't know if I have the permissions to do it).
