Cloud run with Snapshot not working without platforms folder

Environment Provide version numbers for the following components (information can be retrieved by running tns info in your project folder or by inspecting the package.json of the project):

• CLI: 6.3.3
• Cross-platform modules: 6.3.0
• Android Runtime: 6.3.0

Describe the bug We are not able to cloud run with snapshot when the Android platform is not added.

To Reproduce

1. navigate to any nativescript application (e.g. an empty js app)
2. rm -rf platforms
3. install the nativescript-cloud extension
4. tns login
5. tns cloud run android --release --key-store.... --env.snapshot
6. "enoent" exception will be thrown.

Expected behavior The platforms folder should be automatically setup.
