docs: Add basic SEO and semver to calver change

All Merlin projects are switching from semantic versioning, like 0.4.0, to calendar versioning, like 23.01. The change is planned for January 2023. Add a banner to all doc pages to prepare our consumers for the change.

Also add basic SEO information like the canonical URL and a Google tag for Google Analytics.

@FDecaYed , I'm a member of the NVIDIA-Merlin organization, but I don't have access to this repo to set things like the reviewer and labels.
