z-index contention between nav dropdown and Describe button in editor

Found this on Mac OS Mojave Beta on Firefox Nightly 63.0a1 on the latest commits on the dev-2.1 branch.

What's happening: The background box behind the Describe button in the editor appears in front of the navigation dropdown.

How to reproduce this behavior:

  1. Sign in and go to the editor
  2. Attach a file
  3. Mouse over the nav dropdown and notice the overlap
