Update to dataset produces dataset identifier that doesn't exist or may have been removed

Describe the bug There was one update to a dataset where we received a PID that didn't exist.

PI made an update and we got a notification that an update had been made, but when we click the link, it says "Nothing was found."

Additional context This was similar to a previous bug that was worked on in this issue #2371
