Bug: Attribute auto-fill using 'Fill from file' rearranges attribute order

When using the 'Auto-Fill... Fill from file' on the website for a CSV, it will re-order the attributes so that the first column in the CSV files appears last in the auto-filled attributes

Notably: this causes one of our data quality checks which looks to see if attribute names match column names, to fail way more than it otherwise would have
