Replace NCBO tree widget with BioOntologySelectView in EMLMeasurementTypeView

The legacy NCBO tree widget currently used in EMLMeasurementTypeView should be replaced with the newer BioOntologySelectView. The NCBO tree widget is a third-party dependency from ~2008, and we now have a more modern view (BioOntologySelectView) that supports multiple ontologies and has a more intuitive and modern UI.
