ORCID Rollover in Metadata Editor's People Section Suggests Non-functional Search-by-Name feature

Describe the bug In the Metadata Editor's "People" section, the ORCID rollover text suggests that ORCIDs can be searched by name, and the text appears to be a clickable link. However, the text is not a link, and the cell does not support the suggested search-by-name functionality.

To Reproduce Steps to reproduce the behavior:

1. Go to the Metadata Editor's "People" section.
2. Hover over the ORCID field or rollover text.
3. Observe the tooltip that suggests searching by name.
4. Attempt to click on the text or search by name in the ORCID field.

Expected behavior The rollover text should either:

• Provide a functional search-by-name feature and link, or
• Be updated to clarify that search-by-name is not supported.
