Support Copying Attributes from Different Data Packages

Feature #688 will allow copying attributeLists between entities. As an enhancement following the initial release, we want to allow users to copy attributes from entities in different data packages. Since referencing across packages does not make sense, this feature should explicitly use cloning (no linking).
