Allow config of default intellectualRights text

The only way to configure default the value of the intellectualRights field for EML for a theme is to override the EML model. It would be great to have an option to set default text for the intellectualRights in the app config. Some repositories, like SWFMD & CERP, set intellectualRights by default and hide the field in the editor.
