Enable navigating across the time component of data layers using the timeline interface

For data layers that have a time component, enable configuring the time property of that layer so that it can be interacted with using the timeline interface (e.g. indicate which property/attribute indicates time, the time format, etc). What needs to be configured may differ depending on the type of imageryProvider or dataSource that the data layer uses.

We will need to think more about how we will design the UI for this feature, but here is the first mockup we came up with:

Stumbled across this Cesium-based map that creates their own timeline interface: https://nasa.github.io/common-mapping-client/branches/master

I particularly like how they have an option to change the time interval between days, months, years, etc.

This comes from nasa/common-mapping-client which appears to be inactive for about a year, but looks to have a similar goal of creating a flexible mapping interface. There could be other design patterns there that are worth checking out.
