Portal search view MVP

Use the existing PortalListView to create a new /portals page that will simply list all portals in the repo.

This should be expanded on (see #689) with a nicer-looking redesign and filtering options.

Added Robyn and I as assignees just so we remember to get this into a release soon. I think we can just reuse the PortalListView that we have in the user settings view, for now. But #1039 details the idea that we could build a more complex portal search that can be accessed via the main datacatalogview.
