Bulk Downloader example is not downloading some layers to specified cache or anywhere on machine

Description

In the Bulk Downloader example trying to download:

• USGS Topo Scanned Maps 1:250K
• USGS Topo Scanned Maps 1:100K
• USGS Topo Scanned Maps 1:24K *Open Street Map to a specified cache does not work. I believe this to be a server connection issue because upon loading the Bulk Downloader example I see -

• which I believe point to the layers I had pointed out previously. I saw that there was already a ticket for the osm layer not working, but couldn't find anything on the USGS ones.

Steps to Reproduce

1. Open the Bulk Downloader example
2. Select an empty cache location for downloaded elements to be placed in.
3. Select USGS Topo Scanned Maps 1:250K, 1:100K, and 1:24K as well as Open Street Map.
4. Select a sector to download from.(Probably a small one just to verify downloads)
5. Click start download.
6. After downloading you should be able to see that no data has been saved.

Expected behavior: [What you expect to happen] I expect the download to occur for these layers.

Actual behavior: [What actually happens] The layers are not downloaded to the specified cache location or anywhere on the machine as far as I could tell.

Reproduces how often: [What percentage of the time does it reproduce?] 100% consistency as far as I could tell.
