ci: add script or ci for publishing on nest.land

I'm looking for clarification on how egg.json can be supplied using automatic publishing. See https://github.com/nestdotland/eggs-ci/issues/6.

If that doesn't work, I'll use programatic publishing similar to how build_npm.ts is done in actions.
