New VS ability to publish without Docker Desktop

This entire end-to-end is now possible with VS 17.5 and .NET 7 without using Docker Desktop.

.NET 7 is now able to produce docker images without using Docker Desktop, learn more here: https://devblogs.microsoft.com/dotnet/announcing-builtin-container-support-for-the-dotnet-sdk/

VS 17.5 has added support for this capability: image
