[Windows Admin Center, Security Preview Extension] - Full Scan always runs a quick scan on Windows 11

Gateway Version: 2110.2 Extension Version 2.18.0

To Reproduce Steps to reproduce the behavior:

1. Go to 'Computer Management'
2. Click on 'PC name'
3. Scroll down to 'Security'
4. Run +New Scan -> Full Scan -> Run
5. Once completed, the Latest Scan table shows "Quick Scan"
6. Check Windows Security, Virus & threat protection shows "Quick Scan"

Expected behavior The "Full Scan" option should initiate a "Full Scan"
