Change bat to ps1

CHANGES:

  • Changed the .bat scripts to .ps1 scripts
  • Changed where we get the precompiled software libraries from (instead of downloading them from the internet, copying them from the user's SHLS installation)
  • Changed the RISC-V demo design files to use the new driver API

TESTING:

  • Since we don't have Windows on-board tests, manually ran all the new scripts
