[FEATURE] Use more appropriate start values categories per medium and component

What is your precise need ?

Have correct guesses for all start values without having to redefine all _0 parameters

What solution do you see ?

• full manual : go through all the _0 parameters and make sure they use correct _0 parameters depending on the medium usual values

Do you see any other alternative ?

• more automated : try to find a way to declare a record for each medium with the default start values stored there (NPP/CCGT, HP/IP/LP, Steam/liquid) and be able to select the _0 values categories for each component with a dropdown in the component edition menu
