Localize map elements

Some things seem to have fallen through the cracks, should have localized strings available for them:

  • [ ] zoom in/out buttons
  • [x] default "Layer" label / accessible name - https://github.com/Maps4HTML/MapML.js/commit/9a5a03c987ce07f11f0db41de7691314ee64264f
  • [ ] popup contents
  • [ ] tbd...

I believe this was resolved in https://github.com/Maps4HTML/MapML.js/pull/999
