map-link not respected when zoom changed by doing a zoomTo on a layer

Discovered in #887 Steps to reproduce:

  1. https://maps4html.org/experiments/change-projection/zoomin-zoomout/mapml-viewer/
  2. in the layer control zoom to layer
  3. Expected behavior - layer should have changed to a different layer, but it still is the same layer

This will be possibly be dealt with #901 with media queries firing to update projections, layers.
