Well, one mystery solved: the weird times in the log add up, but the time taken is wrong for each entry. There appears to be some kind of event coalescing...

What specific feature is missing if you generate a package that creates a user named e.g. "MyGuest" with CreateUserPkg?

Interesting. In that case no, the current approach with deploying plists won't work.

Yep. OS installs are now signed APFS snapshots, and there's no obvious way of installing them to a dmg. I'm guessing that this is the end of the line.
