Medication table - 'drugHiclSeqno' variable

The medication file has a variable 'drugHiclSeqno', which are codes specific to a drug name. However, some drug names are not available, but have a drugHiclSeqno. Is there a table available that maps codes to drug names? Some codes have all drug names missing so I cannot identify the drug.

I don't think there is a public list of HICLs, at least none as far as I know. In the past I've looked for the drug name to determine the HICL, and then extracted data based upon the drug name and the HICL, as either can be NULL for valid drug entries. Perhaps @obadawi knows if the HICL ontology is public or not.
