Bill Summaries with invalid HTML

Invalid HTML from legacy upstream systems is present in the API. After the legacy upstream systems have been modernized, new bill status and bill summaries will no longer have invalid HTML.
After legacy Bill Summary Workflow is modernized, day-forward publishing will export good HTML. Possibly a retrospective project can be done regarding historical bad HTML.
