Action links should be location-neutral references. E.g. A citation to a page of the CR (like S-114-123) would be preferable to a link to a CR page on Congress.gov.

After Congress.gov is generating CREC URLs for page numbers that have a relationship with a bill action, then it will make sense to dedicate resources to improving CREC URLs in the API
