[uk]: Fix apostrophes
Repalce apostrophe "'" with "’", because the first one in some places are displayed as "'"
Please accept the changes, because now there is a mistake during registration:

@Oleksandr-Moik here is register.blade.php out of the box, so the way is __('Name')
There is some issue with blade components. If we use it without changes, apostrophe will be converted to a html code.
But with dd, we see the value already encoded
Yes, character replacement fixes the problem, but it is not a good solution.
Because when we use another format, it passes without problems
In my opinion, this is a case better fixed on the project side, not the package side.
@andrey-helldar, I need your help — We change it only in general file? What to do with the rest of the translations?
If ok, then @lopatin96 will replace the apostrophe also in php.json and php-inline.json to keep the same format.

In other locales it is better to leave it as it is otherwise we may encounter using the wrong character.
Instead, I can recommend setting "smart punctuation" in the application: https://laravel-lang.com/configuration.html#smart_punctuation
Я обдумав всі варіант і вагаюся. Ці зміни можна застосувати, але залишу хід своїх думок:
Я, наприклад, до сьогодні не знав, де і як можна поставити з клавіатури ПК/ноута апостроф) Також якщо доведеться додавати ще переклад з апострофом (в проект чи нам у пакет), потрібно згадати, що потрібно використати інший символ. Не хочеться, щоб в межах проекту був мікс таких форматів. Насправді легше використати інший формат передачі/ренедеру перекладу, ніж замінювати.
Та й просто, вже якось занадто звиклося використовувати та бачити ' як апостроф)
Я схиляюся до того, щоб залишити поточну версію коду без внесення змін, тому що якщо додати у ваш застосунок, наприклад, французьку мову, то зіткнетеся з тією ж проблемою.
Вирішити це найпростіше активацією функції "розумної пунктуації" у вашому застосунку.
А ще під час додавання нових ключів 100% матиме місце людський фактор, тому в нових ключах ми з великою часткою ймовірності можемо забути змінювати апострофи.
