Install (with Docker) fails on Cloud GPUs

Instances of some Cloud GPUs, like colab and cloud.vast.ai, are indeed Docker images, and it is not possible to run a docker image there (see here) Practically Open-Assistant can't run there.

Solution- alternative installation that does not need docker.

Motivation - Cloud GPUs are common practice today, needs to be supported.

Same for supercomputing environments where things run on bare metal.
