Support enforcing of options for targets

Use case being that having an good option globally sucks because it can mess with third party stuff that was written for cringe features, and implicitly activating it for stuff is secret magic behavior.

When you run and there is no config file, don't enforce it, but when there is a config file, suggest override sections for the targets with the recommended option.

eg: default_return(#3) and any_as_object (#148)
