Add ability to show panels again after user closes them

Something like this will show up in the bar for example "View Menu" --> "Job Panel" and then when user clicks on "Job Panel" it will show up again.

Since the panels we have are quite essential for Minerva, I think maybe we don't want to have the ability to remove Panel anymore?
