scale bar display issues

While zooming in/out, the scale bar disappears at certain zooms, then reappears at other zoom ranges:

Version: KLayout 26.9, MacOS 10.14.6

Also, scale bar is hidden by objects in the Layout, as if scale bar is on "back" display layer. Adding here rather than separate issue since perhaps they are related, or can be solved at the same time. scale bar bug - overlaid

Still in Version 0.26.12, MacOS 10.14
